Future of village to be determined

PLANS for a new housing development that could double the size of a village near Looe will be decided by council planning chiefs tomorrow.

An application was put forward for the development to be built at Jolly Park, Jubilee Hall in Pelynt, which is due to go before Cornwall Council's strategic planning committee.

The plans have received mixed reviews from the Pelynt community but positive backing from Pelynt Parish Council.

Councillor Jim Candy, Cornwall councillor for the region, said: "The parish council does support new housing in the community and planning for areas, such as a recreation ground."

The site is outlined for a mixed-use development and the matter presently being considered is means of access to the proposed site.

A standard T junction is proposed off the B3359 and the highways development officer has no objections subject to a travel plan, a road plan and a drainage plan.

Plans include affordable houses, sheltered accommodation, employment spaces, public open space, landscaping and parkland.

Cornwall Council planning officer Gemma Halstead recommended the plans be approved, saying in her report: "I conclude the proposal accords with the advice in the National Planning Policy Framework and when combined with the material considerations associated with the proposal, the benefits of the application outweighs the negative impact and the development plan policies."

The Environment Agency first objected to the plans but now supports the decision after a new flood risk assessment was completed.

Michael Axon, resident of Pelynt, stated on the Cornwall Council planning website: "Water courses around this area have struggled to cope with recent rainfall and adding additional surface water drainage requirements will again overburden waterways.

"I do not believe the village has the infrastructure to support this development and increased traffic to and from the development ... will be detrimental to the village."

The site will adjoin a residential development in the north, Casey Lane to the west and agricultural fields to the south.
